Amid deepening federal probes into city finances…three city officials involved in the pension crisis calls it quits.

English-born mortician Percy Benbough was elected mayor in 1935. Four years earlier SD had adopted its new charter… one mayor resigned, another was jailed, three councilmen resigned, and we had four city managers. Sound familiar?
