<description>&#60;p&#62;Who has a positive pedestrian experience any more?&#60;br /&#62;
Get rid of the bikers and skate boarders on the sidewalks!  And have the cops enforce the posted laws against this activity!  It's unsafe for all pedestrians, especially our sizable elderly and disabled neighbors.  We've almost been knocked over by them too many times to count, and the cops reply, when contacted, is that they'll get to the problem &#34;time permitting&#34;.  Why is that acceptable?&#60;br /&#62;
Get rid of the growing homeless and grunge street people!  It's a travesty that our country has this problem, but why should Hillcrest become the haven-of-choice in San Diego? We know it's not against the law to be homeless, but it should be against the law to panhandle, to sleep on private propery, to defecate, booze/drug it up and litter on private property, etc.  The safety of our community, the reputation of our community and our property values are all being negatively impacted by this growing problem.&#60;br /&#62;
Get rid of the dog shit on the side walks!  If the city won't accept responsibility for keeping our sidewalks clean, then shop and home owners must take this on.

<description>&#60;p&#62;It's unfortunate, but it seems to me that the community should start all over with the whole Pride organization. If the Executive Director was trying to cover up a payment to a board member while in return receiving $20K in bonuses (by the way – not a bad gig for a non-profit that is raising festival ticket prices during a downturn in the economy when most folks can’t afford to attend the festival). I can’t believe they are working for the community. Aren’t there more talented, caring people searching for jobs that would be a better fit?

<description>&#60;p&#62;All Hillcrest renters and home owners are encouraged to attend the monthly meeting of the Hillcrest Town Council Tuesday evening (November 10, 2009) from 6:30-8pm at the Joyce Beers Community Center in the Joyce Beers Community Center in Hillcrest (on Vermont Street north of Cleveland Avenue).&#60;/p&#62;
&#60;p&#62;HTC chair John Taylor will kick off the meeting at 6:30pm with introductions followed by public comment, then announcements from representatives of elected officials and community organizations. At 7pm Juli Peters-Hyde will make a proposal for a bylaw amendment. From 7:05-7:10 preservationist Ron May will share the history of 4040 Fifth Avenue which is scheduled for demolition. At 7:10 Tim Gahagan will give updates from the Neighborhood Improvement Committee. The main presentation from 7:15-8pm will be a candid conversation with our City Council representative Todd Gloria who will convey the latest scoop from city hall and seek your input during San Diego’s budget crises. <description>&#60;p&#62;It's very easy... slow down the traffic so they are less likely to hit a pedestrian to make a light or a turn. GIVE PEDESTRIANS THE RIGHT OF WAY!&#60;/p&#62;
&#60;p&#62;1) Give out more tickets to drivers who disobey pedestrian right of ways: ENFORCE LAWS ON THE BOOKS!&#60;br /&#62;
2) Time the lights so there is no grid-lock or traffic back-up&#60;br /&#62;
3) All pedestrian WALK/DONT WALK signs should accommodate pedestrians automatically as the lights change WITHOUT having to press those darn non-working buzzers. It should be assumed that there is a pedestrian who wants to cross at all times just as they assume there are always cars that want to go through an intersection.&#60;br /&#62;
4) Do what Santa Barbara does: Have cross walks with buttons for that will immediately allow a pedestrian to cross by giving vehicles a red-light.&#60;br /&#62;
5) Do what Mexico does: Have the green traffic light flash seconds before it turns yellow... It gives everyone a few seconds to safely decide what to do&#60;br /&#62;
6) Mexico also has speed bumps in busy city streets that slows traffic and allows walkers to compete.&#60;br /&#62;
7) Make NO LEFT TURN along most of University... left-turners block traffic in BOTH directions and I have seen many pedestrians almost swiped by cars trying to beat oncoming traffic&#60;br /&#62;
8) Put in white street lights and take out the ghastly yellow ones&#60;/p&#62;
&#60;p&#62;MOST OF THE ABOVE REQUIRES NO MONEY... LETS DO IT!

<description>&#60;p&#62;Parking at the new library branch is a good idea (perhaps not a million dollar one) as the library will need parking (one of the reasons I use University Heights rather than Mission Hills as my branch of choice is the difficulty of parking at Mission Hills).  It will also serve to support the medical offices on 3rd Avenue and some of the parking-starved businesses along Washington Street.&#60;/p&#62;
&#60;p&#62;Admittedly, it won't do much for central Hillcrest, but it could serve as a good basepoint for a shuttle service that central Hillcrest businesses might find cheaper to underwrite than to acquire additional parking closer to them.

&#60;p&#62;This community organization was formed in 1997 by the Hillcrest Business Association. The Uptown Partnership’s mission has been to create new parking with 45% of the collected Hillcrest parking meter money. Unfortunately, since their inception, our community has lost a few spots. &#60;/p&#62;
&#60;p&#62;The Uptown Partnership held a &#34;forum&#34; on the eve of the July 4th holiday weekend. (Was this the best time to gather community input? Their executive director and president weren’t even there.)&#60;/p&#62;
&#60;p&#62;Ten residents (seven from Essex Street concerned with the Partnership’s move to add diagonal parking on their street) attended. The board filmed residents’ concerns and were to respond the next week on their website. (One month later, this promise is still unfulfilled.)&#60;/p&#62;
&#60;p&#62;This community forum has been set up for community business and residents to leave input for ideas to help ease parking in the Hillcrest core. Please share your thoughts. &#60;/p&#62;

<description>&#60;p&#62;What can we do about the cleanliness of Hillcrest's much-used sidewalks?&#60;/p&#62;
&#60;p&#62;Wikipedia: Cleanliness is the absence of dirt, including dust, stains, bad smells and garbage. Purposes of cleanliness include health, beauty, absence of offensive odor, avoidance of shame...&#60;/p&#62;
&#60;p&#62;Almost any sidewalk in front of Hillcrest businesses is covered in grime. Sticky beer and other beverages that have spilled over the years. Thousands of gum patches. Urine marks and last week's throw-up. Several businesses, such as Alibi, have their dumpster in close proximity to the sidewalk, which unleashes a noxious odor and a stream of warm beer/liquid waste.&#60;/p&#62;
&#60;p&#62;Beautification consisting of plants, benches, and art is one thing. But I'm more interested in a solution to the basic cleanliness of the sidewalks. I would like to see the Hillcrest businesses come together and invest in a pressure cleaner (or service) that would routinely clean the sidewalks (probably at night). I've seen this done by local governments in city's around the country, which might be another option. Compared to other improvements, I can't imagine that such a program would be too expensive--and, in fact, I think the cleaner streets would increase pedestrian traffic and encourage businesses to invest in other &#34;cleaning&#34; efforts to their storefronts.&#60;/p&#62;

There needs to be something done to make University Avenue to discourage high speeds and make it alot friendlier to pedestrians. Narrow the whole road and widen the sidewalks, force through traffic to Washington Street. &#60;/p&#62;
&#60;p&#62;A bold plan would simply close the entire thing off from auto traffic and copy NYC's bold plan with Broadway. Turn it into a piazza, not a highway.

<description>&#60;p&#62;Thanks to the Hillcrest Business Improvement Association (HBIA) and Maintenance Assessment District (MAD), the neighborhood has 30 new beautiful green-pained steel trash containers. SD County Supervisor Ron Roberts matched some of the funds. The cost of the decorative receptacles were approximately $1,000 each. Gratitude also goes to Hillcrest Town Council Neighborhood Improvement Committee members who surveyed the area for the most needed locations and to Tim Gahagan and Evan Kohler who volunteered to mark the sidewalks for their placement. The HBIA and MAD will be responsible for the ongoing costs of emptying the containers.(remember when the city did this sort of thing?)

<description>&#60;p&#62;Glad to see an interest. Prefer walking to run local errands. Generally use University Avenue. In the mornings the alley access into the parking lot at Peet's is very congested with cars turning left and right when entering and exiting. Traffic backs up in both directions. May I recommend that cars should  exit the parking lot with a right turn only.&#60;br /&#62;
All of the intersections from 1st to 6th Av. are not very pedestrian friendly. Cars do not yield to pedestrians who are crossing with the signal. 6th Av in particular heading westbound is extremely dangerous because of the access to 163 north. I wish the SDPD traffic division would flood the area. They would clean up citing people for driving without a hands free device, blocking intersections, and disregarding pedestrians.&#60;br /&#62;
May I suggest the members of the Hillcrest Town Council explore the possibility of a sunday morning, car free University Av, between 1st Av and Park Blvd.

<description>&#60;p&#62;Like most conscientious consumers, I value supporting local farms, protecting animals from cruelty, and ensuring that the food I buy is safe. Voting YES on Prop 2 will advance all these issues.&#60;/p&#62;
&#60;p&#62;Prop 2 simply requires factory farms to give animals enough room to stand up, turn around, and extend their limbs.  You'd be hard-pressed to find anyone who considers it acceptable to force a dog or cat to live in a filthy, cramped cage for their entire life, yet these are the miserable conditions that farm animals are forced to endure.  All animals, including those raised for food, deserve humane treatment.&#60;/p&#62;
&#60;p&#62;Earlier this year, Californians witnessed other abuse of farm animals at a slaughter plant of sick and crippled &#34;downer&#34; dairy cows whose meat was then sent to schools across the country. Not only did this investigation shed light on the shocking cruelty on factory farms, it also exposed these operations' threat to our public health. When factory farms cram tens of thousands of animals into tiny cages, they foster the spread of diseases that may affect people.  Clearly, Prop 2 benefits both animals and consumers.&#60;/p&#62;
&#60;p&#62;The initiative also protects California's environment. The American Public Health Association has called for a moratorium on new factory farms because of the devastating effects of these operations on surrounding communities. They spread untreated waste on the ground and contaminate our waterways, lakes, groundwater, soil, and air. Prop 2 helps prevent some of the worst environmental abuses and protects our precious natural resources. &#60;/p&#62;
&#60;p&#62;California family farmers support Prop 2 because they know that better farming practices enhance food quality and safety. They're not only supplying forward-thinking and socially responsible businesses like Whole Foods and Henry's, but they're increasingly supplying major retailers like Safeway, Burger King, and Trader Joe's. Factory farms cut corners and drive family farmers out of business when they put profits ahead of animal welfare and our health.&#60;/p&#62;
&#60;p&#62;This is the first time that California has considered an initiative ending some of the worst factory farming abuses, but it will be in good company when Prop 2 passes. Arizona, Colorado, Florida, Oregon, and the European Union have already passed similar laws.  As Americans become more aware of factory farming abuses and demand reforms, however, the largest agricultural industries are mobilizing to preserve the status quo.  The opposition, funded mostly by out-of-state companies, is spending more than ten million dollars to try to defeat Prop 2.  They have also resorted to blatant lies; for example, they claim that the cost of eggs will skyrocket, when in fact--according to UC Davis poultry economists--the cost of raising hens more humanely is less than a penny per egg.  They also claim that current practices safeguard consumers' health, whereas in fact peer-reviewed studies show up to 20 times more salmonella present in battery-caged chickens.&#60;/p&#62;
&#60;p&#62; Prop 2 enjoys immense support from organizations and individuals including the California Veterinary Medical Association, the Center for Food Safety, and The Center for Science in the Public Interest, the Consumer Federation of America, the Sierra Club, and the Cesar Chavez Foundation.&#60;/p&#62;

<description>&#60;p&#62;Checked a source, all of the drawings and supporting application forms submitted to the City for the new two tower scheme are dated in early April.  It appears all was prepared in anticipation of IHO and put on hold until there was no choice but submit. Looks like the IHO forced the developer to act as he indicated in the Reader article on 10 Sept., to protect himself from losing development rights. He says he is willing to talk to community. Has one of our community groups approached them and asked for info on this new proposal? I suspect from the tone of this blog, the press conference and other sources I've seen, he would be shouted down and run out of town on a rail if he dared show his face and try to explain anything.&#60;br /&#62;
Right now it appears he has two projects on the same land, both currently in the City for review and with applications deemed complete pending the letter from the candidates demanding otherwise on the latest submittal. Both projects are unacceptable to the community as they stand now, primarily due to the heights. One was done with community input, approved at the various steps and ultimately sent back to the City by a judge for an EIR.  The second project bypassed the discretionary and went directly to permit plan check via the ministerial process. To qualify for the ministerial process, it must comply with the community plan in place on the day of submittal and not request any deviations.  F.A.R. w/ no bonuses, height limit with no deviations, setbacks as prescribed, parking counts, occupancy/use, .....etc. The ministerial process does route a set of the plans to the community group for review for compliance to these issues. Leo Wilson gave a presentation last Tues??, sorry I missed it. Does the second submittal meet the ministerial criteria threshold?  Is this second submittal what the community plan has said was supposed to be done here for the last 20 years? If so, who wrote this plan and did this to the neighborhood?  IHO is an emergency stop gap to rewrite this community plan and correct this injustice.  Has it been staring us all in the face for 20 years? Where is the committe that is now supposed to rewrite the community plan in the next 18 months?&#60;br /&#62;
O.K. now you can attack me for insulting someone or being a politician or just asking hard questions. I'm sorry I don't see conspiracies around every corner and in every action of the City government. Just trying to get some valuable exchange on this blog instead of the chicken screaming the sky is falling retoric.

<description>&#60;p&#62;Bauxter, I think it is a bit unfair for you to insult the people of this community because they showed up for a Stephen Whitburn press conference.  Unfortunately, we don't have the confidence in our City representatives to know that they will make good decisions for this community....hence, August 2007 ruling by Judge Linda Quinn.  Taking action is the way this community response...not sit on our asses waiting for the bulldozers to roll in.  I was at the press conference because I care about this project and I feel it is wrong.  By the way, I don't work for the Stephen Whitburn campaign, but I was certainly happy that he to the initiative to bring this issue to the media.  Another piece of data to put back into your brain.  IHO...Ordinance 19773...section 8 states, &#34; There shall be no permit issued that is inconsistent with this ordinance unless application for such permit was submitted and deemed complete prior to the adoption date of the ordinance, July 29, 2008.&#34;  The developer submitted application on August 21, 2008.  That section did not have to be put into the ordinance, but it was.

Mira Mesa Strip Mall developers, defense contractors, clearly all the liquor stores, anyone w/ an agenda has given lots of money to Todd. I'd love to see the presidential candidates get away w/ that. Todd supporters dont even realize they are selling their own souls for a few free cocktails at Riches. Even though CCDC is not connected to Hillcrest--its all the same--its the way the city is run.

Are we talking about the original 148' tall monster building discretionary submittal approved by Council and overturned by the judge or are we now talking about the new proposal for two towers at 175' &#38;#38; 193' tall with two residential units per floor per tower that was recently submitted for ministerial approval and bypassing the discretionary process?  No, I am not a politician and don't trust most as far as I can throw them. I got the feeling on Sunday that Steve would say whatever made his little group happy. As to the IHO, signed on July 29th per the press conference, I recall reading it took affect 30 days after approval.  Is that true thus making it not applicable to the project at hand if they did indeed beat this deadline which would have been late August? I have no opinion of the 7th &#38;#38; Market project.  It sounds like there may be some shennanigans going on there and you are inferring that is evidence in this case.  I do not believe CCDC has any involvement in Hillcrest or with 301 or Vista Azul &#38;#38; Vista Verde.

<description>&#60;p&#62;For Bauxter23: No it was not done in compliance w/ setbacks and zoning rules--the city approved the plans and then realized they had to change the zoning rules to accomodate this developer. bauxter23 why do you think the FBI is all over this city? There is currently a HUD audit which uncovered the fact that the city and the housing commission I imagine had a huge hand in this, embezzled 10s of millions of dollars in fed grants that were supposed to improve blighted neighborhoods. So to suggest that simply because a project was approved that it was done w/in the law, think again. It was done w/in the city's usual, &#34;we will do whatever we want, just try and sue us&#34; policy. I imagine you also support the 7th and Market building---a building which we are now learning Nancy Graham gave away to a friend that would be paid for w/ over 100million in grant money from the taxpayers. I suggest you do a bit more homework. BTW, are you by any chance running for office?

<description>&#60;p&#62;Of course its back, the developers are good friends of Jerry Sanders, I mean they even changed the FAR for these guys when they approved the plans and realized there was too much square footage for the lot. The city has done everything but build the building for these developers. The good news, this is VERY illegal. The California Environmental Quality Act is on our side. The Technical Advisory Board recently held a mtg on the Interim Height limits, that tech advisory board is composed of BIA lobbyists that have a direct financial interest in the matter. This is the same reason that Nancy Graham is being investigated by the FBI and is about to go to jail. We will win!!!
